Dr. Hobbs-Lopez has over 23 years of experience in medicine and mental health. She attended Northeast Missouri State University and then received her degree in Osteopathic Medicine from the Kirksville College of Osteopathic Medicine. She completed her residency in General Psychiatry and Child and Adolescent Psychiatry at the Austin State Hospital. Throughout her mental health career, she has served in public and community settings including Bluebonnet Trails Community Services. She served as a manager for the Mental Health and Substance Abuse division of the Department of State Health Services and then the Health and Human Services Commission for over nine years. She was the Children's Mental Health Director for the state of Texas from 2008 to 2017. During her tenure, she led the redesign of the Texas public mental health service delivery system now known as the Texas Resilience and Recovery system. Dr. Hobbs-Lopez envisioned, developed, and oversaw the implementation of multiple behavioral health system innovations in Texas including: Zero Suicide, Suicide Safer Schools, Strategic Prevention Framework, Texas Resilience and Recovery (TRR) Service Delivery System, Residential Treatment Center Relinquishment Avoidance Project, a joint venture with the Department of Family Protective Services and developed and incorporated Trauma Informed Care in community behavioral health services. She oversaw the Texas Behavioral Health Strategic Plan, resulting in an increase in environmental strategies and a data-driven system for the state funded Substance Abuse Prevention programs. She has been appointed by past Texas Governors to statewide health advisory committees and has been a speaker at state and national conferences. She has been a resource witness and mental health subject matter expert to the Texas Legislature and has given press interviews in matters of mental health. Since leaving her role at the state, Dr. Hobbs-Lopez has served as a consultant to Texas Institute for Excellence in Mental Health at the University of Texas to write a Positive Youth Development training. Her focus is to improve quality of care by helping health care providers, physicians and human services professionals to learn how to engage clients and patients by increasing their competency in patient bedside manner, having difficult conversations, client engagement and person-centered care. She is also a self-employed entrepreneur who is pursuing her own dreams by designing and making furniture, home accents, and bags. It is her hope to one day tie her passion for the creative to her passion for helping and providing hope to the more vulnerable among us.

Marisol holds a Master’s Degree in Counseling from the University of Houston; a Bachelor’s Degree in Psychology from the University of Puerto Rico, and a Graduate Certificate from Harvard University and the Italy Ministry of Health on Global Mental Health: Trauma and Recovery. She is a Licensed Professional Counselor Supervisor in Texas. She is the Director of Clinical Services at Any Baby Can in Austin, Texas. She oversees the family health care programs including: counseling services, medical case management and a program for children with hearing impairments. She has worked in public health care systems, nonprofit organizations and higher education institutions including: University of Texas Health Science Center - Houston, Medical Sciences Campus of the University of Puerto Rico and the InterAmerican University of Puerto Rico. She served as the Children's Mental Health Director and Manager of Child and Adolescent Services of the Behavioral Health Services Section of the Health and Human Services Commission (HHSC) from 2017 to 2019 .
At the Department of State Health Services, she contributed to the redesign of children community mental health program services of the TRR service delivery system; including the development of policies, implementation of evidence-based practices and co-authoring the three versions of the Texas Child and Adolescents Needs and Strengths (CANS) assessment. She served as the state’s Subject Matter Expert of Trauma from 2011-2019.
She directed the trauma informed care organizational transformation pilot for all community behavioral health services in Texas including state agencies, 14 non-profit organizations and one Tribal Nation. She was the Project Director of the Texas Children Recovering From Trauma Initiative. She directly helped impact and create trauma informed policies, programs and services in community settings, schools and child welfare systems in Texas. She has served in multiple advisory boards focused on behavioral health policies and is a current Affiliated Member and Trainer for the National Child Traumatic Stress Network of SAMHSA, where she currently serves as a member of the Affiliated Advisory Group. Marisol is a certified trainer in trauma informed care and several mental health evidence-based practices. She has won many awards, including the 2018 Public Service Award granted by the federal government for her leadership in the Landscape Assessment joint forces effort between multiple federal and state agencies assessing the immediate impact of Hurricane Harvey in Texas. She is a national speaker in the area of trauma, disasters, trauma impacted populations and behavioral health systems transformation. She has provided training and/or consultation to health and human services governmental organizations, non-profit organizations, schools, juvenile justice and emergency management entities. She volunteers for "Physicians For Human Rights" performing psychological evaluations of asylum seekers, and for "Give An Hour" serving military service members, veterans and their families. Her work has focused especially on populations with serious mental illness, children with special health care needs and populations impacted by traumatic events including; children and families, survivors of mass conflicts and disasters, refugees, unaccompanied minors, human trafficking, survivors of torture, sexual abuse and domestic violence.
